COMMUNITY-LED FLOOD MITIGATION PROJECT / 2019

estudioOCA worked in partnership with international institutions and organizations as well as the municipality of Malay on a project that promotes community-led resilience planning and makes funding available for implementing small-scale initiatives within selected urban and urbanizing areas.

 

Barangay Napaan is a rural settlement located in the predominantly agricultural municipality of Malay, Aklan Province in the Philippines. It was selected as the site for resilience issues prioritized by the community such as flash floods during the rainy season that have been exacerbated by vegetation cover loss caused by  recent development upstream.

estudioOCA developed a network of nature-based strategies to mitigate flash floods throughout the Napaan River basin, to help reduce water velocity during storm surges, as well as expanding infiltration areas to accommodate stormwater during flood events, thus mitigating future damage incurred by local communities. 

 

Reforestation also plays a critical role in the scheme to increase infiltration and reduce erosion that exacerbates flooding downstream.

APPARENT LOSS OF VEGETATION COVER AT DEVELOPMENT UPSTREAM

Project Summary:

•estudioOCA team’s proposals were focused on developing an inclusive interdisciplinary approach that incorporates social, economic, ecological, and engineering, working together with sustainable design and planning.

• Within the projects, estudioOCA focused on researching the Barangay Napaan area, working in particular on mitigating severe flash flood and erosion issues affecting the community.

•estudioOCA had a two-way approach to the project: one was to propose practical sustainable solutions, applicable to the site, including erosion and flood issues affecting the barangay, and the other was to develop a hydrological model, to help identify critical issues such as vegetation loss that could be causing erosion problems.

•Measures that could be applicable to mitigate flood and erosion issues affecting Barangay Napaan. These measures could only apply once further detailed research is developed, so it can scientifically quantify the extent and need of similar solutions. •Beyond the community led projects, estudioOCA has developed workshops/seminars, providing capacity building to the community and local municipal engineering team, on water sustainable management, in particular the focus has been on flood mitigation strategies, site specific to Malay and Barangay Napaan.

• Another activity that is also beyond the community led projects support are graphic examples of potential Nature Based Solution measures at the municipal level. The focus of this sample measure is an intervention at a local market that is heavily affected by annual flooding during the rainy season.
